A female Empid fly, probably Empis trigramma (Diptera: Empididae) judging by the 3 dark stripes on its back:

Kretzschmaria deusta (= Ustulina deusta) growing on a decaying tree stump. This seems to be the only species of fungus that is thriving at the moment, all the others having been either suppressed by a couple of recent -9C nights or else nibbled by squirrels.
