A small black soldier fly, probably a male Pachygaster leachii (Diptera: Stratiomyidae).

A male Tephritid fly, probably Chaetostomella cylindrica (Diptera: Tephritidae), on knapweed (Centaurea sp).
Note the everted pheromone sac on the side of the abdomen. The males use these to attract females.
